Charter Schools
In the USA, charter schools began in the early 1990s based on the idea that public schools need to be accountable.
These allow parents to choose a school best suited to the educational needs of their child.
-they have a contract, meaning they have standards they must achieve, and a fiscal responsibility as well.
-must follow similar laws governing all public schools but with less red tape
-they try for quality education, public schools succeed regardless of performance, they do not.
-the focus is on children, not adults
-basically, anyone can apply to open and run one
-each one has a board of directors
-they inadvertently put pressure on public schools to do better
-the idea and theory of higher standards and accountability may appeal to parents of gifted children
